The Balanced Budget Act of 1997 cut
spending on Medicare and Medicaid. Many of today's hospitals were
built during the boom times of the 1960's and 1970's. These
facilities have more space dedicated to in-patient care. 70% of
today's surgeries are out-patient, with 80% expected in 2005.
